Poncelow, Bob

Bob Poncelow 

Bob Poncelow is serving as the
Community Safety and Service
Division Chief and is responsible for the day to day operations of the Office of Emergency Management, Public Information/Public Education
and the Fire Prevention Bureau,
including Technical Services,
Inspection Services and Investigations. These
responsibilities include being the
Fire Marshal for the Poudre Fire
Authority.

Bob has served the citizens of the PFA since 1979 when he began his career as a firefighter. Bob served in several positions in fire prevention including Code Enforcement, Hazardous Materials, as an Investigator and as a public education team lead. Bob has also served as an Engine and Truck Captain, a Training Captain and was promoted to Battalion Chief in 1997. As a Battalion Chief Bob served on B-Shift and as the Special Operations Chief where he was responsible for several major construction projects. During his time in fire prevention Bob served on numerous local, state and national code development and drafting committees as well as leadership positions with the Fire Marshals Association of Colorado and the International Fire Code Council (predecessor to the International Code Council). Bob was promoted to his current position of Division Chief in May 2012.

Shawn Brann

Shawn Brann is the Assistant
Fire Marshal for Investigation
Services and is a Nationally
Board-Certified Fire and
Explosion Investigator as well
as a NWCG Wild Land Fire
Investigator. He is a 25 year
member of the fire service.
Prior to coming to the Poudre
Fire Authority, he served as a
Nebraska Deputy State Fire
Marshal and as both a Firefighter
and Company Officer for the
City of Scottsbluff, Nebraska
Fire Department. Besides
investigating the origin and
cause of fires, he is also responsible
for the Open Burning, Explosives,
Pyrotechnics, and Records programs
for the Poudre Fire Authority.
He is a Senator in the Junior
Chamber International and is a
member of the International
Association of Arson Investigators
as well as the National Association
of Fire Investigators. In his
spare time he enjoys camping,
hunting, fishing, and competitive
tactical pistol shooting.
He and his wife, Tracy
are the proud parents of

. Delaney, Dean

Dean Delaney

Dean has been in the fire service for
28 years. He was hired at PFA in
March of 1998. His fire prevention
background started 10 years ago
when he became the Fire Marshal
of Wellington Fire, a position that
he still holds to this day. He then
became an FIC for PFA 3 years ago
as FIC-5B and enjoyed the position
so much that he took the next FIC
test to do a second rotation. His
next rotation will start the fall of
2013 as FIC-1B.

Jim Durkin

Jim Durkin is a graduate of Boston
College and a recent retiree from
the Chelmsford, MA
Department, which is just outside
Boston, MA where he served for 25
years, the last 10 of which were as
a line Captain. In Massachusetts he
was on the statewide Haz Mat
response team for 12 years and has
also been a Fire Instructor in
Massachusetts at Middlesex
Community College and presently
at AIMS Community College in
Greeley. In 2005 he was a recipient
of the ‘Massachusetts Fire Fighter
of the Year’ award. His present
responsibilities at the P.F.A. Fire
Prevention Bureau include
sprinkler inspections and general
fire safety inspections. In his off
duty time he enjoys flying, playing
and watching hockey and family
activities.

Garnet England

Garnet England has been in the fire
service for 24 years; 19 of those
years have been with Poudre Fire
Authority. Currently Garnet is
assigned to the Fire Prevention
Bureau as an inspector for new
construction. This includes new
buildings, Tenant Finishes, Sprinkler
systems, Alarm systems, Hood and
duct and Spray booths, Liquor
Licenses and water flows. Outside
interests include gardening, travel,

 Susan Ferrari

Susan has been with PFA for 6.5
years. She helps with Fire & Life
Safety Education customer
assistance and PFA’s social media
and attends the FLSEC Conference
yearly in order to stay up to date
with the latest technology.
Susan is responsible for car seat
check appointments and other
service requests, including Ride-
Alongs as well as supporting the
smoke alarm and carbon monoxide
detector program for PFA. She also
coordinates PFA’s involvement with
Neighborhood Night Out.
Susan provides support to PFA’s
Public Information Officer and is the
Awards and Recognition
coordinator.
Susan grew up in London, England,
and follows the best ‘football’ team
(REAL FOOTBALL) in the world
Chelsea Football Club (KTBFFH),
When she is not at work Susan
enjoys hiking, reading,
volunteering, Dr. Who, Star Wars
and is a foodie. She is currently
introducing her teenage son to the
classic 1980’s movies.

Mike Gavin

Mike Gavin is the
Emergency Manager for the
City of Fort Collins,
Colorado and a Battalion
Chief with Poudre Fire
Authority. Mike has over
35 years of experience in
emergency service. During
this time he has served as a
Fire Inspection Coordinator,
Assistant Fire Marshal,
Training Officer and
Hazmat Technician. Mike
is an adjunct instructor and
course developer for the
National Fire Academy and
the National Emergency
Response and Rescue
Training Center (Texas
A&M University)
specializing in Critical
Infrastructure, ICS, Hazmat
Operations and Natural
Hazards/WMD Planning,
Mitigation, Response and
Recovery. Currently Mike
is Chairman of the State All
Hazard Advisory Committee
and a member of the State
Homeland Security
Advisory Committee. His
experience is both domestic
and international. Mike has
also been involved in
several Presidential
Declared Disasters including
floods, snowstorms,
wildland fires and
hurricanes.

Mike has published
numerous articles about
emergency management,
fire protection, public works
and law enforcement as they
relate to hazard mitigation
planning, response and
recovery to both man-made
and natural disasters.

 Ron Gonzales

Ron Gonzales started work with the
Poudre Fire Authority in November,
1990 as the Department’s Hazardous
Materials Specialist. He was
promoted in 1995 to his current
position. Prior to work here, Ron
served as a Lieutenant in the Dallas
Metro Area. He completed his formal
education at Oklahoma State
University in 1977.
Ron has been licensed in Colorado as
an Underground Storage Tank
Inspector, License #0024B, and
certified as a Fire Suppression System
Inspector.Ron’s accomplishments
and service include:
December 1990 – awarded US Patent
for developing a Particle Detector
Disabling and Protection System
September 1995 – winner of the
Technology Achievement Award for
developing Hazardous Material
Compliance Software
Has served as Vice Chairman on the
IFCI Board of Education Committee
Has served as a Board Member, Haz-
Mat Section, Western Fire Chief’s
Association
Currently a member in good standing
on the Northern Colorado Fire

Curt 

Curt Hegstrom

My name is Curt Hegstrom.

I was born on Oregon but have

lived in Colorado for my whole

 life. I went to college at CSU

and majored in Biomedical Sciences.

I have been with PFA for 11 years

and 7 of those years have been on

 the career side. I recently received

 the position of the

fire inspection coordinator

and am working on Ladder 5

in the South Battalion.

Joe Jaramillo

Joe is an Assistant Fire Marshall
who has been with Poudre Fire Authority
for 23 years. He is responsible for plan
review and inspections of all fixed fire
protection systems. Joe has two
Associates Degrees, one in Fire Science
and one in Fire Protection Technologies.
He is a Nicet III in Water Based Fire
Protection Systems and a Nicet II
in Fire Alarms. He maintains a Fire
Inspector II from ICC and is a Plans
Reviewer III from The Colorado
Division of Fire Safety. Joe was
appointed to the International Fire
Code Development Committee of the
ICC for the 2006 cycle. He is a Past
member of the Colorado Division of Fire
Safety Fire Suppression Committee. Joe
currently serves as Secretary for Fire Marshals
Association of Colorado and is a Member
of the Northern Colorado Fire Marshals.

 

 

 

 

      

Kerry 

 

Kerry is a transplanted native

of Colorado for the last 21 years

and has been in the fire service

for 15 years.  He worked as a

fire inspector/investigator for

5 1/2 of those years and was also

responsible for new construction,

sprinkler and alarm systems

plans examinations and inspections. 

He is currently an operations Lt.

with another Front Range

fire department and

is also a Hazmat Technician

and wildland fire Engine Boss.

                    

 

                    

           

 Love, Patrick 

 

Patrick Love

Patrick Love has been in the fire
service for over 27 years; 25 of
those in a career status and with
the PFA since 2000. Captain
Love is currently the Public
Affairs & Life Safety Educator
and has been assigned to this
position since May of 2007. An
overall look at his responsibilities
includes developing and
managing the public outreach
and education activities of the
department along with
performing media relations. In
the public outreach arena he is
responsible for creating and
maintaining positive
relationships with other agencies
and general public contacts,
Juvenile Firesetter counseling
and is a member of different
committees responsible for safety
and information officer duties
both locally and regionally.
Within the media relations arena
Captain Love acts as the
department spokesperson,
conducts press interviews, writes
press releases, and conducts
press conferences as needed.

Lynxwiler, James 2

           

  Jim Lynxwiler

Jim has been in the fire service for 25
years. Previously, with the Larimer
County Sheriff’s Office of Emergency
Services, his responsibilities included
coordination and oversight of wildland
fire suppression and mitigation
operations, mountain search and
rescue operations, as well as water
rescue and recovery operations. He
was formerly president of the Larimer
County Dive Rescue Team and remains
a corporate trainer for Dive Rescue
International.

Since 2002, he has served the PFA as a
career firefighter and training
coordinator for the Wildland Fire
Response Team and active member of
the Technical Rescue Team. Jim is
currently a Fire Protection Technician in
the Division of Community Safety
Services. An overall look at his
responsibilities includes development
review of commercial and residential
build-out within the jurisdictional
boundaries of the PFA to include the
City of Fort Collins, Timnath, and
unincorporated portions of Larimer
County.

Scott McDonald

Scott is a Fire Safety Inspector
and conducts Fire Sprinkler and
Fire Safety Inspections for
businesses within Poudre Fire
Authority’s jurisdiction.

            Scott is a retired Division
             Chief at Cal Fire. He received his
            Bachelor of Science from the

 Shawn McGaffin

Shawn McGaffin is the
Assistant Fire Marshal in
charge of the Inspection
Service program and is
responsible for the
management and support of
PFA fire prevention
inspections, complaint
response, and dissemination
of general fire prevention
information to the public.
Shawn works closely with the
office of the fire marshal to
develop fire codes at the
local, state, and national
levels, as well as fire
prevention policies at the local
level. He is in charge of
compliance negotiation,
preparation of appeals and
court cases, review of special
events, and maintenance of
inspection records. In
addition, Shawn responds to
and investigates complaints
from the public related to fire
safety.

Shawn has worked with PFA
for 11 years and carries the
rank of Captain. He has lived
in Fort Collins for 30 years.
He enjoys camping and
spending time at the lake with
his wife and two kids.

Beth McGhee

Beth McGhee is a front-desk receptionist

at the Community Safety and Service Division.

She has worked at Poudre Fire Authority

for about six months and really loves it.

She moved from a small town outside of

Las Vegas and has been in Fort Collins for

almost two years.  She is married and a

mother of two great girls. She loves

spending time outdoors and is enjoying

Fort Collins and all the city has to offer.

Bob Pawlak

Bob joined the Fire Prevention
Bureau in May 2011 as a Fire
Safety Inspector. His primary
responsibility is to perform Fire
Sprinkler and General Fire Safety
inspections on commercial and
multi-family residential
properties.

Bob and his wife Susan have
been residents of Fort Collins
since 1993.

Theresa Reifinger

                

Theresa Reifinger is a front-desk

Receptionist at the Community

Safety and Services Division.

She has worked at Poudre Fire Authority

For about six months and loves it.

Theresa moved here from Indianapolis

Indiana last May. She served

two tours in Iraq while serving time

in the United States Army. Theresa is

originally from Casper WY. She met

her husband while they both were

in the military. She enjoys camping,

fishing, and hiking.

 Tammy Salisbury

Tammy was born at Andrews Air
Force Base, Maryland and is a
graduate of Thomas Stone High
School in Waldorf, MD. Following
graduation, she worked as a
Secretary for the United States
Government in Washington, D.C.
Tammy moved to Colorado in 1989
where she worked for LSI Logic in
both Colorado Springs and Fort
Collins, CO, initially as an
Administrative Assistant and then as
a Publications Specialist. Tammy
joined Poudre Fire Authority in April,
2001 serving in the capacity of
Administrative Secretary with the
current title of Administrative
Assistant. She is an avid
Washington Redskins fan, enjoys
spending time with her family, and
loves living in Colorado. 
 

 Santillanes, Daniel

Dan Santiallenes

 Dan was born and raised in LaPorte,
CO. He is married to his beautiful
wife of 12 years and has 3 children,
two girls, Riley,11, and Emma, 8,
and one boy, Brady, 5.

Dan began his firefighting career
with the Eaton Fire Protection
District. He volunteered for 9
months and then got hired as a
part-time employee with his main
responsibilities being in Fire
Prevention. After 5 great years
working in Eaton he got hired with
PFA and began his career at Station
12. Over the last 6 years he has
worked at Station 7, Station 2, and
now at Station 5 as FIC.

Bill Schwerdtfeger

 

Bill Schwerdtfeger was
appointed a Fire Fighter by
the Kingston New York Fire
Department in 1965. He was
promoted through the ranks
and while serving as
Lieutenant was placed in
charge of the Departments
Fire Prevention Bureau. Bill
retired in June of 1986 with
the rank of Deputy Chief
after serving for 21 years.
During his “first” career in
the fire service, Bill was
awarded the Medal of Valor,
the Kingston Fire
Departments second highest
award. Bill retired the first
time to assume the position
of Chief of Department in
July of 1986, for the
Chatham Fire Rescue
Department on Cape Cod
Massachusetts. He served in
that position for an
additional 19 years retiring
the second time in 2005. Bill
is also a U.S. Navy veteran
serving from 1961 – 1964.
In 2007 Bill and his wife
Colleen, moved to Fort
Collins for a “retirement
adventure” and in October
of 2008 he was hired by the
Poudre Fire Authority as a
part time Fire Inspector.

Roger Smith

Roger Smith - August, 2013

Roger Smith has been a Fire
Safety Inspector with Poudre
Fire Authority since 2006.
Roger’s primary duties include:
Plan review for construction and
fire protection projects, field
inspections as requested by
contractors, and on-going fire
safety inspections and fire
sprinkler system tests on existing
buildings. Prior to joining Poudre
Fire Authority, Roger was the
Head Electrician at Poudre
School District from 1985
through 2006. Roger graduated
from the University of Colorado
in 1972 and started his electrical
apprenticeship in 1973. He
gained his Journeyman
Electrician License in 1977 and
his Master Electrician License in
1978. Roger worked in the
construction field until starting
with Poudre School District.

Roger is a Colorado Master
Electrician, Colorado Fire
Inspector II, Colorado Fire
Suppression System Inspector,
ICC Fire Inspector II, and a NICET
Level II Inspector of Water-Based
Fire Sprinkler Systems.

Roger and his wife, Mary, have
two sons and one grandson.
Their current passion is golf.
They play together and even
plan golf vacations. So far,
despite this challenge, their

Scott Taylor

I grew up in Upland, Ca. Graduated
with a Bachelor’s degree in
Business Marketing from Weber
State University. After a few
different ventures into the business
world I began my firefighting career
as a wildland firefighter on a helitak
crew for the Los Angeles County
Fire Department for 3.5 years. I was
then hired by the PFA in 2007. I
recently finished my Master’s
Degree in Executive Firefighter
Leadership from Grand Canyon
University. I am currently on the

Mike McNamara Mike McNamara

Mike McNamara is a 30 year veteran of the fire service in Colorado, and worked as a Captain on an ALS Engine for much of his career. He focused on Fire Investigations and Code Compliance as well as his line duties.  Mike will be performing inspections on existing occupancies and new construction for PFA.
